Once in-game press the home key to open the reshade interface, click the drop down menu at the top and find ReShade Vanilla Plus.ini and select it.
Once ReShade is installed drop the ReShade Vanilla Plus.ini into the Fallout New Vegas folder

My load order is based off the excellent Viva New Vegas mod guide and as quoted 'Fallout New Vegas is a ten year old game, and it looked dated even by 2010 standards.
